The reporter was informed that Beijing’s “10 plastic restrictions” prohibits and restricts the production and sales of some plastic products, while focusing on six key industries such as catering, takeaway platforms, wholesale and retail, e-commerce express, accommodation, exhibitions, and agricultural production to strengthen plastic reduction efforts. 1. Catering industry: non-degradable disposable plastic straws will be banned by the end of the year


By the end of 2020, the city’s catering industry bans the use of non-degradable disposable plastic straws and coffee stir bars; non-degradable plastic bags are prohibited for take-out (including dine-in packaging) services in built-up areas of the city; dine-in services in built-up areas and scenic spots in the city are prohibited Use non-degradable disposable plastic tableware. Encourage the use of tableware that can be cleaned, disinfected and reused in catering services.


At the same time, catering companies are encouraged to use straw-coated lunch boxes that meet performance and food safety requirements to replace disposable plastic lunch boxes, direct drinking cups to replace disposable plastic straws, and reusable shopping bags to replace non-degradable plastic bags, reducing one time The amount of plastic products used. 2. Takeaway: Distribute "green coupons" to guide consumers


Before the end of 2021, the city encourages take-out platforms to set options such as "no tableware" in the order link, and awards in the form of points. 3. Wholesale and retail: non-degradable plastic bags will be banned at the end of the year


By the end of 2020, shopping malls, supermarkets, pharmacies, bookstores and other retail stores (including distribution services) in built-up areas of this city are prohibited from using non-degradable plastic bags.


By the end of 2023, the centralized purchase and sale of plastic shopping bags in bazaars will be fully realized, and urban sub-centers and ecological conservation areas will be encouraged to stop using non-degradable plastic bags in towns, villages and rural markets.


By the end of 2025, the use of non-degradable plastic bags in the market in the built-up area of this city is prohibited.


At the same time, the city encourages exploring the gradual implementation of clearly marking the price of plastic continuous roll bags and charging them separately in addition to the commodity price, so as to guide consumers to reduce the use of plastic continuous roll bags. Encourage shopping malls, supermarkets, pharmacies, bookstores and other retail places to simplify product packaging, and encourage consumers to prioritize the purchase of recycled products and green products by placing them in prominent locations, strengthening signs and publicity, and advocating green consumption. Encourage and guide consumers to use all kinds of reusable packaging materials such as environmentally friendly cloth bags and paper bags, and encourage retail enterprises to install self-service, intelligent reusable shopping bag sales devices to facilitate people's lives. Encourage supermarkets and bazaars to explore the provision of shopping baskets and shopping cart rental services, and guide consumers to reduce the use of plastic shopping bags. Encourage large supermarkets to innovate logistics models and use foldable and recyclable packaging products and logistics distribution equipment to replace disposable plastic packaging.


4. E-commerce express: non-degradable plastic tape will be banned at the end of 2025


By the end of 2020, the packaging ratio of "slim tape" in postal express and e-commerce distribution outlets in the city will reach 90%, and the utilization ratio of circulating transit bags will reach more than 95%.


By the end of 2022, non-degradable plastic packaging bags, woven bags, etc. will be banned in postal express outlets in the city, and the utilization rate of circulating transit bags will reach 100%.


By the end of 2025, non-degradable plastic tape will be banned in postal express outlets in the city.


Encourage e-commerce and express delivery companies to optimize innovative technologies, products, and management models, and reduce problems such as tape winding, filler use, and excessive packaging. Encourage enterprises in e-commerce, express delivery and other fields to innovate logistics models, use foldable and recyclable packaging products and logistics distribution equipment to replace disposable plastic packaging, and encourage enterprises to adopt equity cooperation and joint capital injection to build a recyclable packaging cross-platform operating system . Encourage production enterprises to cooperate with e-commerce companies to implement integrated packaging of commodity logistics and avoid secondary packaging. Encourage express delivery companies to recycle waste packaging independently, and jointly build a public recycling platform.


5. Accommodation and exhibition: six types of disposable items are not allowed


It is reported that in accordance with the requirements of the "Catalogue of Disposable Products Not Allowed by Beijing Hotels", hotels in the city are not allowed to actively provide six types of disposable products, and can provide related services by setting up self-purchasing machines and providing refillable detergents. By the end of 2025, the scope of the catalog will be gradually expanded according to the implementation situation and the scope of implementation will be extended to homestays.


Disposable plastic products (for hotels) are the six types of products proposed in the "Catalogue of Disposable Products Not Proactively Provided by Beijing Hotels" (Jingguanfa [2020] No. 11) made of plastic, including toothbrushes, Comb, bath wipe, razor, nail file, shoe wipe, etc.


The use of non-degradable plastic bags in various exhibitions and exhibitions held in built-up areas of this city is prohibited. 6. Agricultural production: promote the use of mulch film above 0.014 mm (inclusive)


According to the "Opinions on Accelerating the Prevention and Control of Agricultural Film Pollution" and "Agricultural Film Management Measures", promote the use of mulch films above 0.014 mm (inclusive) in rural areas of the city, carry out experiments and demonstrations of fully biodegradable mulch films, and detect agricultural film residues. Promote the recycling and disposal of waste agricultural film, pesticides, and fertilizer packaging waste, and properly dispose of waste seedling trays and water-saving irrigation materials and other agricultural plastic wastes. By the end of 2022, a government-supported and market-led recycling and disposal system for waste agricultural film, pesticide and fertilizer packaging waste will be basically established, and the recycling rate of agricultural film will reach more than 90%.
